The issue would have required the state to grant additional adult-use cultivation licenses to existing dispensaries. Critics argue that the measure was structured to benefit a small number of dispensaries. Additionally, the measure lacks provisions for people to grow their own marijuana.

While some marijuana advocates and supporters have lauded the passage of legalization measures in Missouri and Maryland, the failure of the Arkansas Initiative makes a strong case for pursuing legalization in the conservative state.
