The Chula Vista City Council approved a marijuana tax in March and should start issuing business licenses to adult-use cannabis businesses in November. That will give city officials more control over who opens up a dispensary.

Chula Vista is struggling to shut down illegal pot shops quickly, and many operators hide their identities and use complicit landlords who receive above-market rates. To combat this problem, the city plans to hire a criminal prosecutor to speed up closures.

During Tuesday’s City Council meeting, applicants lobbied the council to lower the proposed canopy tax rate on cultivation facilities from $25 per square foot. They argued that high taxes could drive potential business outside of Chula Vista, which is the second-largest city in the state.

Element 7 is a California-based dispensary chain with 12 retail locations across the state. The company, which operates under a “cannabis with a conscience” model, has recently opened three new stores in Mendota, Willits, and Chula Vista.

Grasshopper

Grasshopper is the first dispensary in Chula Vista to open since the city completed its recreational cannabis ordinance and voters approved a special sales tax measure. The storefront is the first of up to 12 permitted businesses in four council districts.

The dispensary, located at 376 Trousdale Drive, was opened on 4/20 – a day that’s nationally recognized for cannabis culture. Mayor Mary Salas said she was proud of the business and wanted to thank the community for their support.
